Agilent HP 53131A Firmware Upgrade
Upgrade most 53131A frequency counters to the latest Agilent firmware.
Includes four (4) EPROMs with Agilent firmware version 4243 to correct issues outlined in Agilent Service Note 53131A-03.
For reference, many of the available HP frequency counters run 3402 or earlier firmware. Versions 3427 and later offer precision improvements (e.g., decrease time interval delay range from 10ms to 100µs).
Includes instructions. The basic process is to remove the cover, unscrew and set aside the power supply, extract and insert the EPROMs (U8-U11 on the diagram) then calibrate the unit.
Recalibration process requires a 5V voltage reference and 10 MHz square waveform. I can include a chip puller and bundle shipping if you also buy either of these components.

Get to know your counter. Maybe you can clean the PCB and replace the noisy stock fan while you have it opened up.
